The time in seconds after which call attempts are
to be placed again after a peer has been noticed
to be unreachable, i.e. after dialCtlPeerCfgCallRetries
unsuccessful call attempts.
A value of zero means that a peer will not be called
again after dialCtlPeerCfgCallRetries unsuccessful call
attempts.
