This value represents the tributary's state as
determined by the polling algorithm. This applies
only when the polling state is AUTOMATIC and is
read-only to Network Management. Polling-substate is
one of ACTIVE, INACTIVE, DYING, or DEAD. It is
displayed as a tag on the polling state, for example:
AUTOMATIC-INACTIVE.
