A table describing all configured neighbors.
The Configured Neighbors table just gives
OSPFv3 information for sending OSPFv3 packets
to potential neighbors and is typically used
on NBMA and Point-to-Multipoint networks.
Once a Hello is received from a neighbor in
the Configured Neighbor table, an entry for
that neighbor is created in the Neighbor table
and adjacency state is maintained there.
Neighbors on multi-access or Point-to-Point
networks can use multicast addressing, so only
Neighbor table entries are created for them.
