This variable indicates if there is an
alarm present for the TC Sublayer. The value
lcdFailure(2) indicates that the TC Sublayer
is currently in the Loss of Cell Delineation
(LCD) defect maintenance state. The value
noAlarm(1) indicates that the TC Sublayer
is currently not in the LCD defect
maintenance state.
