The mode by which this port will be Multicast-Limited on
ingress. If ingressMcastLimitPerPortOnly is configured,
there will be a single maximum percentage-based Mcast for
the entire port. When ingress Mcast-limiting is disabled,
there are no maximum controls on ingress for this port.
