when hpnicfProtocolVlanPortProtocolId has the corresponding entry in
hpnicfProtocolVlanTable, the port link type is hybrid, and the VLAN is
allowed by the port.
active: protocol VLAN has been applied on the port.
inactive: protocol VLAN is not applied on the port.
