Type 1 VBR: CLP=0+1 cells are rescheduled by PCR or SCR according
to the GCRA state.
Type 2 VBR: CLP=0 cells are rescheduled by PCR or SCR according
to the GCRA state. CLP=1 cells are always rescheduled
by PCR.
