This is the sample interval in seconds during which the
rate of the current data flow is calculated. This sampling
time is in multiples of 16. If this value entered
is not multiples of 16, it will be rounded to the
lower value of a 16 multiple.
This is used to reduce the load of calculation during
data forwarding.
