TxHandling Indicates how the ToS/DS byte is handled for
packets transmitted on IP interfaces using this
interpretation/mapping template:
disable - no changes is made to the IP header.
enable - convert the internal service class to a new
ToS octet, based on the mappings configured
in wfIpTosTemplateCfgTxMapping.
