All received packets have the lowest service class. enabled - convert the ToS byte to an internal service class. The internal service class is 'carried' with the packet through the forwarding path, affecting various internal mechanisms (e.g. queueing, policing, clipping) and then possibly used at the egress interface to affect changes to the ToS value, which VC, etc.
