MPC which contain the MPOA CIE Code of 0x81, Insufficient
resources to accept egress cache entry.
Discontinuities in the value of this counter can occur
at re-initialization of the management system, and/or
re-initialization of the MPC, and at other times,
as indicated by the value of mpcDiscontinuityTime.
