Transmit (Forward) Sustainable Cell Rate in cells/second. This
specifies the upper bound on the conforming average rate of an
ATM connection, where 'average rate' is the number of cells
transmitted divided by the 'duration of the connection'. 0 means
best effort sustainable cell rate.
