Number of packets sent to the PLP layer from the upper layer
that have not yet been added to the local assembly/deassembly
queue at the PLP layer. These packets will require additional
processing at a later time. This value is set after the PLP
layer has completed processing of the maximum allowable number
of packets received from the upper layer.
