Specifies the condition when to trigger an nqaProbeFailed notification.
When the number of consecutive failed probes violates the threshold indicated
by nqaAdminParaTrapProbeFailureFilter, a notification will be created. This
object is used together with nqaAdminParaTrapGeneration.
