The node is used to enable the MPLS-TE capability.
disable(1): no configuration.
stdEnable(2): accepts only the LSAs in the standard format. That is, an LSA is rejected
if it has more than one Top level TLV.
stdDisable(3): accepts the LSAs not in the standard format.
