These values control the relative buffering capacities of the
four queues. Each byte represents the proportional buffering capacity out
of 100 for a queue. The sum of these bytes must equal to 100.
For example, if 2 queues are used, and the buffering capacities are 90
and 10, then acQosQueueBuffCaps should be set to '\0x5A\0x0A\0x00\0x00'.
