The IP address of at the network side.
The object is optional. If set, ARP requests from the user
are responded if the target IP address matchs this object.
If this is object is not set, all ARP requests from the user
are responded.
If this object is not set, it may be learned from the inverse
ARP if the service is carried on a frame relay circuit.
