Setting this object to createAndGo(4) creates a row in
in this table. The agent will allocate the next sequential
filter index value for the newly created entry.
Setting this object to destroy(6) will remove this entry.
Note that only the entry with the highest
a3ComQosFlowClassFilterIndex value can be deleted.
Also, an entry can only be deleted if there is no control
attached to it.
