This object defines the state in which IGMP will view new VLAN IDs
added to the system. A value of Enable (1), indicates that IGMP will
create entries for all new VLANs in the ENABLE state. A value of
Disable (2), indicates IGMP will create entries for all new VLANs in
the DISABLED or 'not in service' state.
