This attribute counts the number of received I-frames that have been
discarded. The discard reasons are:
1. Incorrect frame size.
2. Frame is out of sequence.
3. Frame received while not in informationTransfer or waitingAck
state.
When this count reaches maximum, it wraps to zero.
