When this attribute has the value retriesExhausted, it indicates that retryLimit consecutive connection setup attempts have failed, and the connection procedure has been aborted. When this attribute has the value idle, it indicates that a connection has not been established, and that no incoming setup requests will be processed. When this attribute has the value failed, it indicates that the connections is in a state other than those described above.
