This attribute indicates the number of seconds containing one or
more PLCP Coding Violations (CV) or in which a PLCP Severely
Errored Framing Second (SEFS) was counted.
Counting of PLCP ES is inhibited during second intervals where
PLCP Unavailable Seconds (UAS) are counted.
