This attribute indicates the number of seconds containing 5 or more
PLCPCVs or in which a PLCPSEFS was counted (i.e. a PLCP OOF
event occurred).
Counting of PLCP SES is inhibited during second intervals where
PLCP Unavailable Seconds (UAS) are counted.
