This attribute indicates the state of flow control based on whether
flow control was requested by the PSTN side of the connection and
an indication was sent to the Digital Signal Processor. This attribute
has one of the following values:
on: Flow control is active towards the DSP (PSTN side of the call).
off: Flow control is not active towards the DSP (PSTN side of the
call).
