This attribute indicates if the inactive link is disabled, joining,
waiting to join, or in standby mode.
inactive - The link is known to TRM but is not active. This can
mean that it is disabled, or has not yet started to join.
joining - The link has requested to join the routing systems.
online- The link is active and has joined one or more routing
systems.
