This attribute specifies the type of CUG signalling to be used in
PVC call request. Index of CUG to be used is defined in attribute
cugIndex in this component.
Possible values are:
cug - signal cug
cugOa - signal cug with outgoing access
doNotSignal - no CUG in call request
