This attribute indicates the access reserved bandwidth for this FR-
ATM connection when CAC is on. If a connection is subcribed to
CIR only or CIR plus EIR service, the EBR reserved is CIR. If a
connection is subcribed to EIR only service, the EBR reserved is 0.
