This attribute indicates the current receive interface utilization
during the most recent minute, expressed as a percentage of the
total bandwidth which can be carried by this ATM interface. This
attribute does not consider cells that are counted by the
droppedRxCells attribute, nor idle cells, nor unassigned cells.
The attribute is not supported for 4pOC12SmIrAtm and
4pOC12SmLrAtm cards when working in chanelized mode.
