This attribute indicates the total requested bandwidth from the
corresponding bandwidthPool. This attribute does not include the
bandwidth for ATM networking signalling connections. Its value is
the sum of the equivalent cell rates (ECR) for connections which
are admitted and connections which are requesting admission, but
have not yet been admitted.
