This attribute specifies the operating mode of the signaling channel.
provisionedOnly indicates that only SPVCs and SPVPs are
supported on the interface and SVCs are not supported. This value
is permitted only on UNI interfaces.
normal indicates that SVCs, SPVCs, and SPVPs are supported on
the interface.
