This attribute specifies the cell loss recovery period. This period
defines the interval of time (in seconds) for which a loss of cells
condition must desist before the buffer underflow alarm is cleared.
The operational attribute cellLossStatus will be set to noLoss when
the buffer underflow alarm is cleared.
