ATM VCC for high priority cells (with CLP=0).
The scr0 is derived from the End Point traffic parameters using the
conversion policy of the connectionTransferPriority. The
conversion policy is defined under the ModuleData
FrameRelayService AtmNetworking TransferPriority/n component.
