This attribute indicates the oversubscription factor that is applied to
the forward and reverse bandwidth attributes of the parent
component to determine the effectiveBandwidth.
On the originating side of the switched path this value is equal to
the forwardOsFactor specified in the Cacd subcomponent.
On the terminating side of the switched path this value is equal to
the reverseOsFactor attribute of the Cacd subcomponent at the
originating end of the switched path.
