This attribute specifies the maximum bandwidth that can be
reserved by a Frame Relay SVC. The forwardCacType parameter
specifies if this value is to be treated as an EIR or CIR value.
If this attribute is set to noMaximum or the forwardCacPolicy is set
to monitored this check is not made.
