This attribute specifies the level of over subscription to be used
when calculating the parent component's effectiveBandwidth in the
reverse direction.
The reverseBandwidth attribute of the McsMgr DprsMcsEpG/m Ep/
n Epd subcomponent is multiplied by this attribute to determine the
effectiveBandwidth in the reverse direction.
When this attribute is set to sameAsForward the
reverseCacOverSub is the same as that specified by the
forwardCacOverSub attribute.
