This attribute specifies the maximum bandwidth that can be
reserved by a Frame Relay SVC. The reverseCacType parameter
specifies if this value is to be treated as an EIR or CIR value.
If the reverseCacPolicy is set to monitored or the value of this
attribute is set to noMaximum this check is not made.
When this attribute is set to sameAsForward the reverseMaxSvcBw
is the same as that specified by the forwardMaxSvcBw attribute.
