This attribute specifies the lower end of the range of normal speeds
for this Trunk. If the measuredSpeedToIf drops below this value the
Trunk component generates a SET alarm. When the
measuredSpeedToIf reaches or exceeds the value of this attribute,
the Trunk component will generate a CLEAR alarm.
