This attribute specifies the maximum aggregate user to network
direction CIR allowed for SVCs on the interface. It is provisioned
as a percentage of the access link speed. This attribute is used to
limit, at this interface, the amount of guaranteed SVC throughput
allowed into the network through the normal priority queue.
