This attribute indicates the Peak Cell Rate (PCR) of the ATM VCC
to which this interworking function is linked for all cells (with
CLP=0 and CLP=1).
The pcr0 is derived from the remote end traffic parameters using the
conversion policy of the transferPriorityMapping.
For NPVCs, this attribute is not displayed.
