This attribute indicates the Sustained Cell Rate (SCR) of the ATM
VCC to which this interworking function is linked for high priority
cells (with CLP=0).
The scr0 is derived from the remote end traffic parameters using the
conversion policy of the transferPriorityMapping.
For NPVCs, this attribute is not displayed.
