This attribute indicates the link rate.
If the provisionable attribute, overrideLinkRate, under the Ca
component is 0, then the link rate reported is the actual link rate of
the port or channel. Otherwise, the link rate reported is the
overrideLinkRate provisioned under the Ca component.
