This object clears the statistics gathering portion of this entry.
If bit 0 is set, the etsysCosFloodCtrlViolation TruthValue will be
reset to false(2). If bit 1 is set, the
etsysCosFloodCtrlUnitCounter will be reset to zero. Setting both
bits simultaneously shall clear both properties.
