idle : system does not try to establish modem link.
trying : system is trying to establish modem link.
established : modem link has been established.
If trying is written, modem will be reset and the system
will try to re-establish modem link.
If idle is set, system will not manage modem connection.
When established is written, it will be ignored silently.
