The value of tBgpPeerGroupGRAdminState specifies the desired
administrative state of the graceful restart capabilities for
this peer group of the BGP protocol. When the value is 'outOfService'
the graceful restart capabilities are disabled but the
graceful restart configuration parameters are retained.
