The value of the object svcEpipePbbFlooding indicates
the state for traffic flowing into the Backbone-VPLS
through PBB tunnel.
If the backbone-destination MAC is found in the FDB of
Backbone-VPLS then traffic will be sent to specific SAP/SDP
and this object will be set to 'false'.
In case of SPB Managed Backbone-VPLS, if
backbone-destination MAC is not found in the FDB of
Backbone-VPLS then traffic will not be sent out of any
SAP/SDP and this object will be set to 'false'.
Otherwise, traffic will be flooded to all SAP/SDP
bindings in the Backbone-VPLS and the object will be set
to 'true'.
