The value of the object svcTlsExtMvrpHoldTime specifies
the amount of time in minutes in reporting to MVRP
that the last provisioned SAP in VPLS is down.
A value of '0' disables tracking of the operational status for the
last active SAP in the VPLS.
An 'inconsitentValue' error is returned if this object is set to
non-default value when svcMgmtVpls of the service is not set to 'true'.
