valid app-profile that exists in the group/partition
identified by tmnxBsxAaGrpPartIndex that is an index of
this row entry. tmnxBsxTransIpPlcySubAppProfNm must be
present in the same SNMP PDU as the row creation,
otherwise the creation will fail.
