The value of tmnxMobServApnDynamicPcc specifies whether to enable
the interaction with Policy and Charging Rules Function (PCRF)
for bearer creation. When dynamic-pcc is enabled,
Policy and Charging Control (PCC) rules are sent from
PCRF for dedicated bearer creation.
