This setting permits the user to manually set the
spanning tree state of the given port. It is designed
primarily for those virtual ports that can not utilize
the IBM spanning tree algorithm. If set to the
manual mode (ether manual_override_forwarding or
manual_override_blockng), the IEEE or IBM spanning tree
algorithm is disabled for the given port.
