This object is used to specify the time period
(in seconds) that the primary clock source
should be up before the switching software
resumes its role in driving the bus line.
If the clock source goes down within this
time period, the secondary source continues
to drive the bus line. This prevents the
software from doing the switching too often when
the clock source isn't stable.
